Many have sunset provisions

Most do not, and sometimes when their are such provisions they get extended almost unchanged.

The change in the welfare program under Clinton is a good example. It changed so much that the term "welfare program" has pretty much gone out of the popular lexicon. It was dysfunctional, and it was fixed.

It was improved, but only after being dysfunctional for decades, and it wasn't eliminated, or shrunk in dollar terms. Other dysfunctional government programs continue year after year, either without getting changed, or with the change not effecting (or even increasing) the level of dysfunction.
