Jim as you are aware, people had to move to Win 3.1 because

their applications moved to GUI. Many people still love DOS for word processing and games. A 286 was fine for DOS but not for the graphics that WIndows demanded. Similarly many people moved to Win95 because they were promised 32bit application using a faster PCI bus. Thus the Pentium and memory and large disk upgrade cycle.

MSFT expected everyone to then move to Win NT on the desktop and a PII. But this hasn't happened. Migration has slowed down as many users are just happy that their Win95 computer is finally working and do not want to mess with their systems anymore for incremental performance improvements.
