I think that article is wrong, or Bob Barr has gone around the bend. It may be true that a census worker can go into the apartment building, and that he/she could talk to the manager to get the number of people who live in such and such an apartment.....But unless they have a court order to get into someone's apartment, I don't think they would or could get in and have the law on their side.

If anyone finds anything to the contrary, please let us know where you find the stats.... I am unable to confirm Barr's statement.
