The evasion (and legal avoidance) of taxes, is nothing new in Greece. The Greek government knew about it, long before it started expanding spending to the current levels. Spending is what changed not the distaste for and attempt to avoid paying taxes.

Also the avoidance and evasion of the taxes is so great partially because of the high tax rates in Greece, and is unlikely to significantly drop without tax reform that would include lower rates (partially made up for from closing of loopholes, partially from less avoidance and evasion, and partially from lower spending).
