The EU recognizes Arafat as the only leader of the Pals. The first step of the Road Map calls for the dismantlement of the terrorist groups. I don't think that is possible with the current Palestinian power setup. What is sad is that the Palestinian people are living in misery, and Israelis are living in fear, solely because of the evil and incompetent Palestinian leaders.
