Browner, President Obama’s climate change and energy policy adviser. “We have been prepared from the beginning.” <<<<< IF they were 'prepared from the beginning' then just why is the situation so bad????? Are we to think that our government has been totally out in left field, and hasn't a clue about what to do, when to do it, and what the impact will be....? That's what most of us think by now. The entire plan was and is a disaster from the instant anyone paid any attention to the problem..... There has been NO plan! And there has been way too much micromanaging from the top down.
