Only if radio communication with at least one pilot is present. Otherwise both aircraft are regarded as unknowns and presumably hostile. That's why "guard" channel is used and monitored by all aircraft at all times. It's the equivalent of "open all hailing frequencies."

So what did the discussion of resetting the IFF range mean to you?

Meaningless. I have no idea what the writer means by that or what might have led to that being written.
