You don't have multiple percentage points to go down.

Driving started out being a much bigger percentage of total travel, then we spend an average of 40% of the transportation budget, year and year on transit, and it stays stagnant while driving keeps going up.

Mass transit works well for Manhattan (and even here driving is a big percentage of total travel in to, around, and out of the borough) and a few other places, but expecting it to take up a major share of transport in newer less dense cities is unrealistic.
