The rich paying extra to protect their own homes doesn't mean there is less protection for the less than rich.

And in this case since it means that the rich take less resources from the wider community it might mean there is more protection for the less rich, if the people decide to use these resources for fire protection. Also fire departments/services aid each other in times of need so any new force would add to the general protection of the area.
