But Gary with the infrastructure demands for higher and higher speed communications, the reduced costs of packet and ATM handling, not to mention reliability, would RBOC's (who have applied to the FCC for a variance to buy more of this type of equipment) and the CLEC's continue to build this particular type of equipment irrespective of budget reductions? And prefer to make cuts in other areas of cost, that might not have an immediate effect on billable revenues. Maybe including "on demand" purchasing from other vendors, as an example of cost cutting, or capital management. Just a guess, Dennis
