There are a series of minor incidents, usually involving attempted kidnappings, where Tehran backed down at a show of force. One involved some US Navy ships in the Persian Gulf. Another involved a cross-border raid into Iraq. One goes back to 1979 where they took the Russian diplomats hostage as well as the US diplomats. Unlike Carter, the Russians weren't wusses. They seized all the Iranian nationals they could find and threatened to execute them. The Russian diplomats were released.
