Speaking of tricky language. Check out the news release which came out right after the Mar 12 ruling by FCC. Very clever. Very carefully crafted.

"Captain Elam was awarded U.S. Patent #4,554,584 in 1985 which describes the V-chip and its technical implementation as mandated by Congress and approved by the FCC."

1) Describes - the patent document has a section which describes one possible rating set transmitted using EIA-608. It had to describe the ratings because these signals are the required input of the Elam patent. But nowhere in the patent document did Elam claim ownership of EIA-608 or the idea of line 21 data. Only simpletons like Junior would conclude that any and everything which appears in a patent document is protected by the patent.
