Status quo means the situation the way it is now. If the law changes that situation, then we will no longer have the status quo.

Actually while status quo is a simple idea in theory, its a complex one in practice, because parts of the situation as it is now, will change the situation as it is now, either "with the law as it is now", or "with tax rates and spending as they are now", can legitimately be considered status quo.
