The NAACP is currently run by Dem career politicians* and is effectively a defacto arm of the DNC. (This wasn't always the case.) Why should any Republicans speak to their convention?

However, Bush has put African-Americans in prominent powerful positions - Secretary of State, National Security Advisor, Secretary of Education, Chairman of the FCC. More than any previous Democratic administration. And doubtless more than any future one in the foreseeable future.
