One of the reasons that Russia has targeted certain Ukrainian power plants is to observe to what extent these power plants effect Ukraine's infrastructure, transport of military equipment, etc, and to also observe as to how soon the Ukrainians can get these particular power plants working again.

Vladimir Putin recently stated that Russia had 29 various strategic targets in mind. Once they had hit those 29 Russia will hold back until further notice. As of a short while ago Russia had hit 22 of these targets.
