I've looked at those promos on occasion, but in general the 3% fee is for a 6 month loan, so annualized it comes to 6% up on the front end of the loan which makes it near 7% annualized. If they give you the money for a year, its a little better. Best I've ever had was 12 months at 0% and no fee for the money and no annual fee for the card. That was a Chase card a couple years back.
