He's trying to save the muni bond portion of the industry.

Maybe he has good intentions. If so it doesn't justify the harm his programs would cause, and it doesn't justify forcing third parties to pay the cost.

Or maybe he's just using New York's authority as a regulator to create a more favorable position for New York as a debtor.
