If you make "clearly" in to a relatively high hurdle, and your talking about net benefit, not just producing some benefit, and you measure net benefit including the opportunity costs forgone based on what the money and other resources could have done in the private sector than the majority of government programs, regulations and laws would not be "clearly good".

We'll have to disagree then.
