Should we blame Bush for the 9/11 fiasco since it took place when he was president, or should we look at policy in prior administrations

It happened under Bush's watch so he has to take some blame. The posture of the US foreign policy is a presidential responsibility. The US has an unbalanced policy in the middle east. The US shift to the right has a polarizing effect. If you kill one *terrorist* you will create two more.

Lashing out with violence is good PR for Bush right now. However it makes no progress. Indeed we are going backwards. The middle east problems are spilling over into this country. We need to change our foreign policy and we need a president with the gonads and smarts to do it.
