We now know that fraud on the part of the Bush administration launched the ill-fated Iraqi war.

We know nothing of the sort. False information does not necessarily equal fraud.

The war's financial and human cost dwarf the Enron catastrophe.

A crime is something illegal, not something costly. Lots of government programs are financially costly should we arrest anyone who supported them or helped enact them? War tends to have much higher direct human costs, but if that's your measure you have to lock up anyone who ever voted for or ordered a war.

The Enron executives have been brought to justice with prison sentences, multi-million dollar fines

Because the Enron executives violated the law, and there was evidence that they committed these crimes, and the crimes had specific ranges of possible punishments.

When government officials are held accountable, they are merely voted out of office and not generally prosecuted. They do not suffer the same severe punishments as their counterparts in the private sector.

When it is proven in court that government officials have committed crimes they get very large punishments.

Lots of corporate executives have lost tons of money for there shareholders without clearly committing any specific illegal act. They didn't get prison. Enron's execs didn't get prison for losing people's money, but for committing fraud, and violating laws.
