Of course now stock watering scams like MSFT, CSCO, INTC, ORCL, and scores of other scams modeled after these premier scams, will be forced to pay dividends. Since this stock watering junk has sales of $1-5 per watered down share it'll be somewhat problematic. Furthermore, according to Sarbanes-Oxley, they'll be forced to explain their pro forma and hypothetical results and those with off-balance sheet debt will be forced to disclose this.
