I think the industrialized and developed economies/countries all have good higher education systems, perhaps ranked thus:

USA, UK, Germany, Japan, France, ... , Canada, Australia, ... Trinidad ... even though they are very different systems with varied applicability and emphasis.

I think the most rapidly improving education systems may be so:
China, India. Full stop.

The most rapidly deteriorating education systems as measured by pervasiveness and effectiveness, user friendliness, and as indicated by relevancy are:

... appetizer for thought.
