Stability is best provided by free markets. When things are expensive, instead of rationed, then people will only use what they need. It won't be wasted or hoarded.

The political whine is that the rich will still use what they want, while the poor suffer privation. Yes. Same as with Lexus sales. Rich people do in fact get to buy stuff they want. That's why they go to the trouble of getting rich.

Power isn't a human need. I have lived weeks without power. Food is harder to do without, but one can grow one's own and basics cost nearly nothing. Water is everywhere. It takes only about 3 litres a day to live. The rest is comfort.

Governments are the ones who create shortages. When did you last run out of tyres, or engine oil, or rice or carrots or haircuts or spectacles?
