With oil prices falling, OPEC is trying orchestrate another cut in production to force prices back up to $25 a barrel. But increasingly, the cartels? biggest problem appears to be ? not the traditional infighting of its members ? but growing production from Russia, the biggest non-OPEC producer. As the countries of the former Soviet Union rapidly develop vast untapped reserves, America?s Cold War foe now holds the key to loosening the Arab world?s grip on the world?s oil markets.
