In other words he could use an Army of National Police to engage "enemies" within the borders of the country and thereby circumvent the Posse Comitatus Act. That leaves states vulnerable to centralized government enforcement of the day by day affairs of their people. A very scary thought. Imagine one incredibly big Chicago.
