One fundamental thing that is happening is that a lot of telecom companies are up to their eyebrows in debt and bleeding money. Then there are the dotcoms who based a lot of their infrastructure on big expensive servers. Current conditions would say neither of these groups will be buying like in the good old days of yore (say a year ago) any more.
