So that would mean if "terrorism work" were put on hold until the "rethinking of policies" was complete....that unless the various agencies destroyed everything for the previous 8 years, then everything that had been accomplished for those 8 years, or not accomplished, was status quo. Meaning the same policies held.

If not, why not?
