Yes, and it is clearly an extreme technique. However, there is a time and place for it.

According to the current CIA chief, it has been rarely used and that is as it should be. But if you have a known, high-level terrorist whom you know has valuable information and doesn't respond to other methods, there is no reason I can think of for not using the technique.

It doesn't do lasting harm, it isn't cutting off limbs or killing someone, but it does encourage a person to spill his guts in the most stringent way.

I have no problem with that for persons who are committed to killing Americans.
