I doubt that they need "Cordoba" as a safe house for anything (technically) illegal. Greater NY is a very large area, with many safer and better places to hide things, rather than in a $100 mil highly visible joint in lower Manhattan. They need it as a propaganda center.... maybe also, among those in the know, it will be a symbol of a victorious presence. I'm only guessing and speculating of course, but as far as guessing goes, I think I'm probably in the ballpark.
