Humbly report, Cheryl, the global thing is not abstract to me, personally.
My father said there are three kinds of bad people.
The smart ones. Not much you can do, if they really want to get you.
The dumb ones, much easier to predict what they may do.
The majority of the average good people of the world, under the leadership of the first group.
Now I bet you're thinking what the hell that's got anything to do with anything, right?
Well, seems to me that dad was right. Good intentions, and good laws, may work in most cases, but often they don't. (No need to mention bad laws, right, since you're obviously talking about a really good law?)
But still, your case of prosecuting true lies may be another's case of prosecuting truth. Hard to tell, sometimes.
The smart bad people find loopholes, the dumb bad people get caught, and the average good people get led by the nose, this way or that.
Doesn't even have to be taken in the global context. Just thought it would make it easier for me to make my point - of a devil's advocate.
Cheers,
