Sure, it can be stopped. We only need to make the punishment more harsh. Part of the reason there aren't more cases of home robberies is the chance the robbers might DIE! Some banks have armed guards & there are more than a few cases where the thief who robs a bank ends in a pool of blood. Were fraud through manipulation ending in losses of anything over $2.5 Million a CAPITAL CRIMEthe worst cases would be gone. The government would need to assure not just a lower level workers died, there would need be a few brokerage house CEO's buy the farm. When a few of the guilty get 300 consecutive 75 year sentences - then thinks will change.
