The Wehrmacht fielded the most effective fighting force since the Romans. Man for man, they outfought everyone.

Until things broke down near the end they had well trained enlisted men, and they had a number of very good senior officers, however initiative was not encouraged for junior officers and NCOs and that had a negative impact on them. Which doesn't mean that they where not a very effective fighting force (again until things broke down in the later states of the war)

Also their intel, weather prediction, and similar force multipliers often where not as good as their opponents on the Western front (although I'm not sure if that figures in to your "man for man" calculations)
