Here is a definition of the NetPC:

Here is one for the Network Computer:

When you digest all that, the basic difference seems to be the NetPC uses only Intel CPUs and ONLY a sealed, special edition of WindowsNC.

The Network Computer seems to be an open, platform free, universal design where 'the network is the computer'.
