I am beginning to think that we have some flaws in the Constitution that may require amendments to fix. The whole spending and budgeting process needs reform. A line item veto seems like the first thing - but it seems from your post that it is far more complex than that.

A populist congress mindset - D or R - is simply ruining our nation.
