I happened to be on the phone with my broker, about 3.30pm. Waterhouse has NAVR shares to short . A quick tip on dealing with Waterhouse:
1) You can call a broker to reserve shares, and still trade them over the internet.
2) You can just keep repeating your short-sell order every 1/2 hour until one isn't rejected.
Method (2) seems to get the best results. Although, it might not help if you want to execute an order immediately.
