RE: For most cases that are appealed to the Supreme Court the result is that the Supreme Court decides not to hear the case, let alone on an expedited basis.

In addition, I have recently heard that the Supreme Court has just changed the informal 'Rule of Four' to a rule of five. In order that the Court hear a case, at least as far as cert goes, it now takes the vote of five Justices.

This is the situation AFTER a Court of Appeals has heard the case.
