Ernie, if the stock you are trying to trade has a spread wider than 1/16, try placing orders in spread. If your order doesn't get executed in a minute or so, move the limit price by 1/16. I think you'll be surprised how often you get filled within the spread.
For NASDAQ stocks under new SEC rules, try buying at bid+1/16 and selling at ask-1/16. It may take longer, but for slow moving stocks it's worth a try.
