Russia offered the same deal to Iran, with the assent of the Bushies. We'll build your nuclear reactors, We'll supply the fuel, and we'll remove the spent fuel. Iran turned it down.

Besides, N. Korea already HAD a reactor that was producing nuclear material. So did Iran.
