"Do something" -- yes, sure, we could have done a lot of things that we finally are doing now, which are causing apoplexy around the world and right here at home. Just fingerprinting visitors is driving them up the wall.

Would taking revenge for the Cole have stopped 9/11? Doubtful.

Sharing intelligence between the CIA and the FBI and domestic law enforcement agencies, to the extent of actually instituting surveillance of US citizens and lawful visitors inside the US wouldn't have done it either, without wire taps and search warrants, which generally require an on-going criminal investigation. And the perps of 9/11 weren't breaking any laws except lying on their visa applications about membership in terrorist organizations. And before 9/11 merely being a member of Al Qaeda wasn't a crime, is my understanding.

You can't arrest someone for merely wanting to overthrow the US unless there is a "clear and present danger" that he's actually going to do it.
