Fortunately our DWP (Los Angeles Department of Water and Power) opted out of the delusional "competitive bidding scheme" to buy electricity, so Los Angeles still owns its own electrical generating plants.

Enron's scheme sounded fine to others though. As a result, PG&E sold off most of their electrical generating plants to Duke Power. — Enron temporarily "made" money from their California scheme, but California later received a $1.4 billion refund from Enron's dead rotting corpse.

PG&E needed to manage their network of wholesale and retail power grid within their northern California market, and they've filed for bankruptcy twice in the process - in spite of the influx of cash from plant sales.

With shareholders now eliminated, it's all up to rate-payers whether they want to, or need to, pay to have their power lines placed underground, and if so how soon. Of course the former debt holders of PG&E becoming the new shareholders, they will need to sign on to any decision the bankruptcy judge makes.

DWP has been more than eager to underground power lines in southern California at the expense of property owners. I'd suggest PG&E promptly make this same generous offer in northern California.
