This is what they REALLY said (Jeez can't you read):

the report continues, "some elements of the situation... are properly descriptive of a 'civil war,' complete with the hardening of sectarian identities, population displacements, and armed groups engaged in "a self-sustaining cycle of politically motivated violence".

And if they hadn't acknowledged the reality, then your precious surge wouldn't have accomplished anything at all. When they started buying the Sunni insurgents (who had previous targeted primarily US soldiers) with guns and money to go after al Qaeda in Iraq things settling down some. Now long term that strategy will probably make things even more divisive and dangerous... but it gets us through an election cycle.
