Don't vote for him if he doesn't. Here's the thing, in the old times the issues were very localized because the society, trade, issues, etc were very local. Now, most of the issues run across social classes and ideologies rather than the local geography. There may not be enough people in my neighborhood who care about solar panels, BUT there may be enough people in the state who do and in my scheme, we could all vote for the representative that makes that an issue. We don't have to be tied down to our geography.

I was born in one country, grew up in another, went to university in a third, ran my business in a fourth (Australia) for a long time. Even today, I am closely connected to 3 very different geographies: NY, ON, and CA. And I am not an exception. My wife is the same. As are many of my friends. People like me cannot easily find a candidate that represents us on the local level, but there is enough of us to make for more than one if "virtual districts" were a thing.
