And that is fine, because at the end of the day, there is only a fixed number of seats and each person can vote for only one representative. So you start from the top and Mr. 4M votes gets his one seat, then the guy with 2M votes gets his seat. But soon you will run into smaller numbers. I think this manner of election is actually more favorable to people in small regions because they can find a candidate who will aggregate them across the state and represent them, whereas otherwise, they may never have a voice.

[EDIT - On 2nd thought, perhaps each person should be able to do rank-voting on a predetermined number of people so that highly dense areas are not under-represented.]
