As some backgorund for you currently, the FCC has deliberated on the ratings system
in the US and is now reviewing the Technical Implementation of the V-Chip
technology. It is expected that some news will be released soon.

I recommend a visit to the Web Site at CEMA whcih has a statement on the V-Chip
and the FCC. Sorry, I don't have that address with me. A search should find it readily.

SInce the award of teh exclusive world-wide rights in January 1997, Tri-Vision
Directors and Management have been working aggressively to further develop the
technology, participate in the evolution of the ratings system and technical
specifications, make contact with and present the V-Chip technology to TV
manufacturers and to develop a Distribution Network. This is not an easy set of tasks
and is only part of their activites.

Management works long hours (8am to 8 pm weekdays) and I often have telephone
meetings with them on Satrudays and Sundays when they can be found at their offices.
They realize what is necessary to accomplish their goals.

The delays caused by the CRTC in Canada and the process and FCC in the US has
resulted in delays in bringing the technology to market. The no news has been just that
and a result of the delays caused externally from Tri-Vision. This is something that
Tri-Vision has had no influence or control over.

September 30th, 2 VPs and the Inventor from Tri-Vision were at the White House by
invitation to be acknowledged by Vice President Gore at a news conference he called
to demonstrate Tim Collings' invention and Tri-Visions set top box decoder.

As we near the end of the FCC review process, we anticipate that a ruling or a
conclusion of the review process will open the doors for many things to happen.

I can not and will not make any statements publicly or privately about things that I may
be aware of that are not disclosed publicly in accordance with Securities law.

I regret I cannot provide any enlightenment except to say that when there is an
announcement to make, you will all see it over the newsire as soon as it is released.

The bane of IR and information - "damned if you do, and damned if you don't!"

On a final note, the process we have been going through has been longer than
anticipated but it will not go on forever.

Those who are in the market have to recognize the market variables. Ultimately, what
drives any stock is the viability of management, product and revenues. When these
culminate in a success, the market will reflect it not control it.
