The way I've always done it when I run into that problem is....when the new window opens do the old mouse cursor on the top...bottom, and sides thing. When the cursor does the the double arrow drag the window until it fills the screen. After it fills the screen exit the page. Then try the open a new window and see if it sticks. Usually works for me.
