They work together with their fabs. But they also make products that use the chips that their partnership produces, and those are different. They are far from clone companies. Toshiba makes HDs, and are making SSDs for their laptops, where they have a strong position. Sandisk will make their own SSDs, with their controllers, in a business that is separate from and will compete with Toshiba's.
