A story from Rogue Warrior, by Richard Marcinko. He was testing a piece of radio-electronic equipment in Beirut that would detonate car bombs before they reached the gates of the Embassy. However, the State Department disallowed its use because it was considered offensive in nature to the Lebanese. I guess we all know how the story goes from there. To paraphrase the Rogue Warrior, 'God forbid that the terrorists can die when there are good Americans that can die instead'.
