No way RE would mess it up that bad. He is just eccentric to the extreme. The Ecuadorians are unwise. They may be right about the world bank. It's modus operandi is to loan money such that nations cannot pay it back, thus creating perpetual debt. If the WB is to loan a country money, it puts such provisos on the loan in the area of restrictions to internal domestic operations and international trade, that this so favours the lender it becomes an extreme detriment to the country's ability to pay the loan back.
