P.S., The author was hired by an engineering firm, a Haliburton competitor but believes that an agency of the U.S. Gov't was behind his hiring and training. The main thrust was to sell the idea of explosive growth and infrastructure needs to the debtor nation. Overestimate the needs by huge magnitudes and thus the loan amounts, award all the contracts to U.S. corporations and burden the debtor with huge loans for what they could not afford and did not need.
