Problem is that cost of green cars is so high that its not totally clear to buyer how he will make out over time. Thus perhaps govt needs to subsidize green cars with tax breaks either to mfr or consumer or both.

Wait a minute: You want people who have no cars to buy better cars for people who already own cars?
